The Observer Research Foundation America (ORF America) was established in 2020 as an independent, non-partisan public policy institute based in Washington DC. It is an overseas affiliate of the Observer Research Foundation, India’s premier non-government think tank. ORF America produces research and commentary and convenes policymakers and thought leaders on global affairs, with a particular focus on relations between the developed and developing worlds and between India and the Americas. Its areas of focus include strategic and security affairs, technology policy, energy and sustainability, and economic policy. Job Summary

ORF America is seeking a full-time Fellow with prior work experience in the field of technology policy to conduct research on international technology policy related to critical and emerging technologies, including but not limited to AI, quantum computing, automation, defense, space, and biotechnology. Fellows would be expected to provide strategic guidance to the organization on these issues, contribute timely research and commentary, manage policy dialogues, coordinate with partners in India and around the world, and develop the organization’s policy networks. The Fellow will report to the Executive Director and will work closely with a team at ORF America in Washington, D.C. as well as colleagues at ORF’s centers in India and the United Arab Emirates.

Qualifications:

  • A professional or academic background in technology, science, and innovation policy, or a related field.

  • A Ph.D. in a related field of study or a master’s degree and five years of professional experience.

  • Fluency in both written and spoken English (additional language skills are a plus but are not required).

  • Strong research and analytical skills. Candidates should be able to conduct primary source research, offer insightful analysis, and analyze qualitative and quantitative data.

  • Ability to manage multiple initiatives simultaneously, both within a team and independently, with a keen attention to detail and oversee research program and research assistants.

  • Eligibility to work in the United States for more than two years. ORF America does not sponsor employment visas.

  • A willingness and ability to relocate to the Washington, D.C. area. Remote work will not be considered.

Responsibilities include but are not limited to:

  • Developing research and policy strategy for the organization.

  • Writing regular analyses and commentary for ORF America and for external publications on issues within their area of expertise.

  • Managing policy dialogues on technology policy involving the United States, India, and partner countries.

  • Brief stakeholders from the public and private sectors on relevant topics and themes.

  • Draft research proposals, author funder reports, engage with donors, and support fundraising efforts.

  • Liaise regularly with colleagues at ORF centers in India and the United Arab Emirates.

Compensation and Benefits

ORF America offers a competitive compensation package commensurate with experience. The salary range for this role is $100,000-$120,000.
