Terri B. Chapman

Terri B. Chapman is a Visiting Fellow at the Observer Research Foundation America in Washington DC. She has more than 8 years of experience in public policy and international development with a focus on South and South East Asia and experience in India, Malaysia, Vietnam, and Nepal. In her current position, Terri leads the research agenda for the Economic Development Program and conducts research on economic development, inequality, social mobility, welfare, and social policy. Terri also co-chairs the annual Kigali Global Dialogue, an international sustainable development conference held in Kigali, Rwanda in partnership with the Rwandan Government. Prior to joining ORF America Terri was a Visiting Fellow at ORF in New Delhi, India where she spent two years. Her research focused on labor markets, gender, and social policy. Before joining ORF in 2017, Terri was a management consultant based in Malaysia. In this role she advised public sector clients on sustainable economic development strategies. Terri is also a consultant for the World Bank in the Urban, Disaster Risk Management, Resilience, and Land Global Practice, where she works on urban development with a focus on inequality and health. Terri received her MSc in Social Policy and Development from the London School of Economics and Political Science, and is pursuing a P.h.D. in Social Policy at the Trachtenberg School for Public Policy and Public Administration at George Washington University in Washington, D.C.
