Track 1.5 Dialogue

The U.S.-India Technology Cooperation Track 1.5 Dialogue aims to strengthen cooperation on critical and emerging technologies that have been essential components of the U.S.-India strategic partnership. This dialogue will develop the framework for the U.S.-India AI and Technology Alliance and identify the goals it can achieve.

Observer Research Foundation America (ORF America), with support from the Special Competitive Studies Project (SCSP), will convene 20-30 participants — including government officials, business leaders, and military and civilian experts — from the United States and India. With the United States and India both motivated by national security, economic resilience, growth and employment, innovation, and evolving technological capabilities, regulations, and standards, a dialogue on critical and emerging technologies involving significant representation from the private sector is essential.

The dialogue seeks to answer questions about (i) what types of emerging and critical technologies should receive further priority in bilateral engagements between the United States and India; (ii) what policy steps would be required for both governments; and (iii) how best both countries can incentivize cooperation between private companies, start-ups, and research institutions. In addition, it seeks to build a network of key stakeholders in both countries, and sensitize key participants about what concrete steps need to be taken to accelerate tech cooperation in sensitive areas.
