Dr. Hsiao-Chen Lin is a Visiting Fellow at ORF America. She currently serves as an Assistant Professor at the Graduate Institute of International Affairs and Strategic Studies (GIIASS) at Tamkang University in Taiwan. She specializes in Taiwan’s external strategy, Taiwan–India supply chain cooperation, and the geopolitics of U.S.–India–Taiwan relations. Her research also explores strategic realignments across the Indo-Pacific and issues related to non-traditional security.
Dr. Lin is the first Taiwanese scholar to earn a Ph.D. in International Relations from Jawaharlal Nehru University in India. Her doctoral research on Taiwan–India relations, with a focus on strategic and economic engagement, incorporated close observations of Taiwanese enterprises and chambers of commerce in India, and was supported by a government-funded scholarship from Taiwan.
She was previously recommended to serve as a senior advisor to the Taiwan Tourism Administration’s India Office in New Delhi, where she actively contributed to promoting Taiwan’s visibility through tourism and cultural outreach. During her eight-year residence in India, she cultivated deep people-to-people connections, established strong linkages with academic institutions and think tanks, and advanced cross-cultural communication and understanding in the context of business collaboration.
Dr. Lin has been invited as a funded visiting scholar to Jawaharlal Nehru University in both 2023 and 2024, and she is a 2025 recipient of Taiwan’s Ministry of Foreign Affairs Fellowship. In addition to her academic role, she serves as an advisor to Taiwan’s Ministry of National Defense, contributing to both the Quadrennial Defense Review (QDR) and the National Defense Report (NDR), where she is the only female member of the national defense advisory board.
She publishes regularly on regional strategy, economic security, and Taiwan–India engagement in both academic journals and leading Indian media, including India Quarterly, The Week, Financial Express, and The Sunday Guardian.
