Katherine Salinas

Katherine Salinas is Senior Program Coordinator, Technology Policy, where she manages programmatic, administrative, and research elements of the Global Cyber Policy Dialogues project and the broader Technology Policy Program.

With extensive experience as an International Research Fellow and Events Consultant, Ms. Salinas has engaged diverse audiences across NGOs, international organizations, academic institutions, and nonprofits. Before joining ORF America, she was a contract program coordinator for 2024 Election events for the Council on Foreign Relations and contract philanthropy administrator for the annual Crisis at Christmas Appeal Campaign for Crisis UK.

Prior to this, Ms. Salinas worked at the Ford Foundation, where she served as Special Assistant to the Office of the Vice President for International Programs, supporting daily operations and administrative responsibilities across their regional offices. She also worked as a Disability Rights Research Fellow under Judy Heumann, co-authoring the white paper "Road Map for Inclusion: Changing the Face of Disability in Media," and later managed Judy Heumann's consulting company, contributing to projects like Netflix's Crip Camp.

She had previously worked at various domestic and international conferences, ranging from a United Nations Youth Conference hosted in South Korea to a National Forum in New Mexico for the Institute of Educational Leadership. Her work as an Event Coordinator at the Environmental Law Institute, redesigning and curating their in-person event to the virtual during the COVID-19 pandemic, sparked her interest in diversity and accessibility issues in digital technologies. Ms. Salinas holds a Master's in Public Administration, focusing on Digital Technology and Public Policy, from University College London and a Bachelor's in Political Science from Hunter College, City University of New York.
